Housing Plan Discussion at 9/22 Meeting

At its Sept. 22 meeting, the City of Carlsbad Housing Commission will discuss an update to the city’s “housing element,” a state-required plan to ensure the city can meet future housing needs, including a variety of housing types, densities and options for low income residents and those with special needs. Public input is welcome. 

The meeting will take place Thursday, Sept. 22, at 6 p.m., at City Hall, 1200 Carlsbad Village Drive. The purpose of the Housing Commission meeting is to provide an overview of the housing element process, discuss changes contemplated in the draft update, review programs, policies and progress, and take public comment. No action will be taken at the meeting, which will follow a workshop format to allow additional dialogue between staff, commissioners and the public. 

Some of the specific topics addressed in the housing element include:

  • Conserving and improving existing affordable housing.
  • Making the most of housing opportunities throughout the community.
  • Assisting in the provision of affordable housing.
  • Removing governmental and other constraints to housing investment.
  • Promoting fair and equal housing opportunities. 

“The housing element update will provide the housing plan for 2017–2021,” said City of Carlsbad Senior Planner Scott Donnell. “The upcoming workshop kicks off the update and provides an opportunity for people to learn more about the state’s housing requirements, how the city plans to meet these requirements and to provide input on housing in the city.” 

The housing element will be incorporated into the General Plan, the city’s blueprint for how land will be used to achieve the community’s vision for the future. The City Council approved an updated General Plan in September 2015, capping an eight-year process that engaged thousands of community members in an extensive conversation about how they want their city to look and function in the future. 

After the workshop the city will finalize a draft housing element update and release it for public review and comment this fall. Members of the public will have an opportunity to provide comments on the draft. In early 2017, the city will hold public hearings to consider adopting the housing element update.
