Housing Plan Update

The City of Carlsbad is updating its housing plan, something required by state law to ensure the city is meeting the housing needs of all members of the community. This includes updating city housing policies and designating space for about 3,900 new housing units by 2029, of which about 2,100 units need to be affordable for people with very low to moderate incomes.

The city currently has about 54,000 housing units. Housing units could include single family homes, apartments, condos and accessory dwelling units (also known as granny flats).

The city is seeking input to help develop a plan that best reflects the community’s needs, values and priorities when it comes to new housing. Feedback can be provided through the online survey.

The Housing Element Advisory Committee appointed by the City Council meets virtually on the second Wednesday of each month at 3 p.m. to help city staff and decision makers update Carlsbad’s housing plan. The next meeting is scheduled for Wednesday, Aug. 12, at 3 p.m. Members of the public are welcome to observe the meeting online and email comments to planning@carlsbadca.gov for the committee.

Key milestones for the housing plan update process include:

Aug. 27                                   City Council workshop

Fall 2020                                Environmental review scoping meeting and public workshop

Late 2020                               Draft plan and environmental document released for public review

January – April 2021               Public hearings for final plan adoption

April 2021                               Final plan provided to the state for approval
