Building Safety Month

Learn all about Building Safety Month and why modern building codes are important in creating safe and sustainable structures. This year’s theme is Prevent, Prepare, Protect. Building Codes Save. 

In-person services by appointment

The Faraday Center is offering in-person appointments for limited development inquiries only.  Appointments will be available:

  • Tuesdays and Thursdays from 9 a.m. to 2.pm.
  • To schedule an appointment, call 760-602-2723 or email devappt@carlsbadca.gov.

Please note, staff will ask screening questions to help determine the appointment length and best department to assist you. If your inquiry requires support from several departments, longer or multiple appointments may be needed.

All members of the public who schedule in-person appointments must follow state and county health orders, which require face coverings when entering or inside of any indoor public space and while outdoors in public spaces where they cannot maintain a physical distance of 6 feet from persons who are not members of the same household.

Appointments for in-person building permit submittals are not being scheduled at this time.To submit plans, see the information below on submittals (curbside drop-off/pickups and limited electronic submittals).

Building submittals

We are still accepting new permit applications and resubmittals. There is a drop-off and pick up location set up just outside the Faraday Center at 1635 Faraday Ave.

Drop-off/pickups 

To submit your project or pick up plan check comments, you can drop-off completed permit applications and plans in the bin marked “Building Submittals” located outside the Faraday Center. Please allow two to three days for processing. Plan check comments and permit sets are picked up in a separate bin marked “Building Pickups”. Building staff coordinates pickups and drop-offs.

Limited electronic submittals

Submittals that do not require plan checks can be submitted via email. These are limited to residential applications for simple plumbing, mechanical and electrical permits, and most solar plans (i.e.: roof mounted <10 kw).Please email completed application and any supporting documents to building@carlsbadca.gov. To avoid confusion, please contact the building counter email or call 760-602-2719 for any questions on those applications that can't be emailed.

Standard plan checks

All other applications requiring plan checks require hard copies of applications/plans/reports per the minimum submittal checklists.

The Building Division was established to protect those who live and work in Carlsbad by enforcing building and safety standards contained in the state Building Codes and various municipal codes and policies.

Climate Action Plan

The City of Carlsbad adopted a Climate Action Plan (CAP) in 2015 that lead to several ordinances adopted in 2019 to help us reach the required reduction in greenhouse gases. To learn more regarding implementation of the Climate Action Plan you can find the CAP ordinances here. A total of five (5) CAP measures now take effect and impact the requirements for certain building permit types or project thresholds. Unless otherwise stated these ordinances impact both residential and non-residential permit types. Carlsbad now has enhanced requirements that cover:

  • Building Energy Efficiency
  • Photovoltaic (non-residential*)
  • Alternative Hot Water Heating
  • Electric Vehicle Charging
  • Transportation Demand Management (TDM) (non-residential)  

*Photovoltaic requirements affect applications on residential projects with the adoption of the 2019 CALGreen Code anticipated to take effect January 1, 2020.   

Any applicable building permit currently submitted will need to comply with these new requirements. To help you determine if these requirements apply to your project, please review the CAP Consistency Checklist (form B-50) found here.

Construction debris and recycling

Did you know that most of construction waste is recyclable? Please take a moment to review the Construction and Demolition (C&D) guide for more information. 

The California Green Building Standards code requires at least 65% of non-hazardous construction debris is recycled and/or salvaged for reuse. Applicants for qualifying projects will be required to estimate the construction debris and recycling amounts prior to permit issuance. During construction activity receipts for debris and recycling will be provided to the building inspector prior to final inspection.
